Position Summary

The Digital Communications Specialist plays a critical role in strengthening the County’s digital presence and public engagement through creative, strategic, and data-driven storytelling. Reporting to the Manager, the Specialist leads the creation and management of engaging, digital-first content that showcases County programs, services, and priorities. This role combines creativity and strategy to deliver compelling visual and interactive experiences, ensuring brand consistency, accessibility, and innovation in all digital communications.

Core Accountabilities

Digital Content Strategy and Creation

  • Lead the development of engaging digital and multimedia content, including videos, infographics, animations, photography, and interactive features.
  • Support digital design requests and visual content development for corporate and departmental projects, ensuring alignment with brand and accessibility standards.
  • Translate complex or technical topics into accessible, creative storytelling that enhances public understanding and trust.
  • Collaborate with team members to support the execution of communications and engagement campaigns.
  • Seek out opportunities to incorporate resident voices through interviews, user-generated content, and community storytelling initiatives.

Digital Governance and Brand Stewardship

  • Serve as a digital brand steward, ensuring consistency across web, social media, and visual materials.
  • Ensure compliance with privacy legislation, accessibility standards, and County policies related to communications and information management.
  • Support the continuous improvement of digital guidelines, templates, and processes by researching and recommending new programs and tools for organizational use.

Platform Management and Analytics

  • Oversee corporate social media platforms and collaborate to develop innovative and engaging web content and digital tools.
  • Monitor content performance and audience engagement using analytics tools and dashboards, providing insights and recommendations for improvement.
  • Leverage digital analytics to evaluate the effectiveness of campaigns and inform storytelling strategies, sharing insights with the team and leadership.

General

  • Participate as required in the County’s emergency response plans as a member of the Public Information Officer team.
  • Display a professional and ethical responsibility to protect privacy, use information appropriately, and maintain the confidentiality and security of all information related to employees, business and residents of Rocky View County.
  • Work in accordance with the requirements established by the RVC Health and Safety Program and the Alberta OHS Act, Regulation and Code.
  • Take reasonable care to protect their health and safety and that of other persons at or in the vicinity of the worksite while they are working.
  • Perform other duties and special projects as assigned.

Position Requirements

Completion of a degree in Communications, Multimedia, Digital Media, Design or a related field with a minimum five (5) years of progressive and relevant experience.

  • Demonstrated experience creating and managing content across multiple platforms (social media, websites, digital campaigns).
  • Strong understanding of emerging communications technologies, accessibility standards and digital trends.
  • Ability to transform ideas into compelling, multimedia narratives that inform and inspire.
  • Curiosity and comfort with new technologies, including AI, automation, and analytics tools.
  • Demonstrated ability to maintain consistent tone, voice, and accessibility across all communications.
  • Proven experience collaborating with cross-functional teams to develop cohesive and unified deliverables.
  • Experience using communication metrics, analytics tools, or audience feedback to evaluate performance and inform strategy.
  • Experience in multimedia production (video, photography, design and animation).
  • Experience working in government, corporate or agency settings is considered an asset.
  • Intermediate level skills in Microsoft Office Suite.
  • Proficient with Adobe Creative Suite and Google Analytics.
  • Knowledge of Meltwater, Cision, or other media monitoring tools.
